PET is the clear plastic cup — best where the drink itself is the presentation, as with layered iced coffee or a fruit smoothie. Single-layer paper suits a venue moving away from plastic, and takes print better.

The detail that trips people up is lid diameter, not cup volume. A 90mm cup and a 98mm cup both come in 16oz, and their lids are not interchangeable. Order cups and lids as a matched pair by rim size.
